Amb. Mugoya Hands Over Office to Mr. Bagiire, Incoming Permanent Secretary, Ministry of Foreign Affairs

Amb. Patrick MUGOYA, the outgoing Permanent Secretary of the Ministry of Foreign Affairs handed over office to Mr. Vincent BAGIIRE the incoming Permanent Secretary.

The handover ceremony which took place at the Ministry Headquarters was presided over by Hon. Gen. Abubaker Jeje ODONGO, the Minister of Foreign Affairs in the presence of Hon. Henry Okello ORYEM, Minister of State for International Affairs, Hon. John MULIMBA, Minister of State for Regional Cooperation, Heads of various Departments and staff members of the Ministry.

On behalf of the Ministry Staff, Amb. Charles Ssentongo, the Chief of Protocol paid tribute to Amb Mugoya for his exemplary leadership and teamwork. He described Amb Mugoya as a distinguished and unwavering Foreign Service Officer who has served for four decades. Amb. Ssentongo further credited Amb. Mugoya not only for having taught and mentored many Foreign Service Officers but also for ensuring better staff welfare.

In his remarks Amb. Mugoya conveyed a message of gratitude to H.E. Yoweri Kaguta MUSEVENI, President of the Republic of Uganda for availing him an opportunity to serve as Permanent Secretary of the Ministry for the last four years. 

The outgoing Permanent Secretary also appreciated Hon. Gen. Abubaker Jeje Odongo, for the excellent working relations since he recently joined the Ministry as well as other Ministers under whom he served including Hon. Okello ORYEM and Hon. John MULIMBA
Amb. Mugoya noted that he joined Uganda's Foreign Service on this exact same day 3rd August 1979 and has since served diligently for the last 42 years. 

The incoming Permanent Secretary, Mr. Vincent BAGIIRE expressed his gratitude to H.E the President for his appointment. He further thanked Amb. Mugoya for his dedicated service to the Ministry and the Country at large. He pointed out that the Ministry plays a key role in its mandate of implementing Uganda's Foreign Policy noting that he has interacted with its work while previously serving at the Ministry of ICT. He looks forward to working with the political leadership and the technical staff of the Ministry.

The Minister Hon. Gen. Abubaker Jeje ODONGO thanked Amb. Mugoya for the 42 years of his life that he has dedicated to serving Uganda. He urged the outgoing Permanent Secretary to avail himself whenever the Ministry calls on him for consultation and guidance. The Minister wished Ambassador Mugoya and his family blessings and prosperity as he starts a new phase of life. 

Hon Ondongo later welcomed the incoming Permanent Secretary, Mr. Vincent BAGIIRE, and congratulated upon his appointment. He pledged the Ministry's support and cooperation to enable Mr. Bagiire to carry out his duties.

Key Achievements
Some of the achievements registered by Amb. Mugoya during his tenure as Permanent Secretary include:

1) Increased welfare of staff and training to build capacity of Officers.

2) Increased funding in 8 of Uganda's Missions abroad to pursue Commercial and Economic Diplomacy.

3) A total of 17 Missions Abroad (Uganda Embassies and High Commissions) have been constructed (7) and renovated (10).

4) Successfully supported 27 Ugandan candidatures for senior level job positions in international and regional multilateral organizations. 

5) Secured 1585 scholarships and training opportunities abroad for Ugandans.

6) Supported Uganda's efforts in ensuring Regional Peace and Security in South Sudan, Somalia, Burundi and DRC.

7) Supported Uganda's efforts in continuing to host the United Nations Regional Service Centre in Entebbe (UNRSCE) that has led to increased investment, business and job opportunities for Ugandans. 


Ambassador Mugoya's Career Profile
Ambassador Patrick Samuel Mugabwe Mugoya joined the Ministry of Foreign Affairs on 3rd August 1979 and rose through the ranks to become a successful career Diplomat.

He has served in different capacities and locations including: Permanent Secretary, Ministry of Tourism. He was appointed Deputy Permanent Representative of Uganda to the United Nations in December 2008 and assumed office in January 2009. From 2006 to 2008 he was Director for Regional Cooperation in the Ministry of Foreign Affairs, Kampala., Ministry of Foreign Affairs. He also served as Chief of Protocol from 1996 to 1999.

He diligently served in Uganda Missions in various countries: namely; Canada, Italy, South Africa, and held various positions at the Ministry Headquarters including Head of the following Departments: Americas and Caribbean, African Union and Protocol.

Amb. Mugoya graduated with a  First Class Bachelor of Arts Degree in Political Science from Makerere University in 1979. 

He was awarded a Master of Arts degree in Political Science by Carleton University, Ottawa Canada in 1987, and obtained a Post Graduate Diploma in Public Administration and Management from the Uganda Management Institute, in 2007.
