DEPARTMENT OF INTERNATIONAL LAW AND SOCIAL AFFAIRS (ILSA)

This Department is responsible for issues related to international law (including International Criminal Court, International Court of Justice, Law of the Sea, etc.); and global social issues (i.e. human rights and other governance issues, gender, youth, disabled, etc.). It will also have a Treaty Section which will have an Information Centre that holds a valuable collection of publications dealing with international law and social issues. 

The key functions of the Department include:
  • Tendering legal advice on international law and social issues. 
  • Coordinating aspects of Missions related to international law and social issues. 
  • Promoting partnerships and networks with stakeholders dealing with matters of international law and social issues. 
  • Strengthening a coordinated and cooperative mechanism between Ministry and other national relevant legal stakeholders. 
  • Spearheading global legal negotiations in taking into account Uganda's national interests. 
  • Lobby for international support needed to complement Government efforts in the implementation of agreed global legal outcomes.
  • Lobby positions for placement of Uganda or Ugandans in international organisations dealing with legal issues.
  • Coordinating negotiations on bilateral, regional and international legal instruments.
  • Establishing and maintaining a dedicated entity with a comprehensive coordination mechanism on human rights issues, which spells out processes and frameworks for ratification, domestication and implementation of instruments and measures for monitoring, evaluation and reporting on implementation.
  • Strengthening the Ministry as a depository for regional and international treaties and instruments. 
  • Scrutinizing international agreements for consistency with Uganda's legislation and other international obligations. 
  • Establishing and managing a One-Stop-International Treaties Center and an Information resource with custody of valuable collection of publications dealing with international law.

GOVERNMENT OF UGANDA SIGNS AGREEMENT FOR THE DEVELOPMENT OF THE OIL REFINERY IN KABAALE - HOIMA DISTRICT., 11th-April 2018

The Uganda Government has, through the Ministry of Energy and Mineral Development together with the Uganda National Oil Company, today entered into the Project Framework Agreement (PFA) the with Albertine Graben Refinery Consortium(AGRC) for the development of the oil refinery.

Hon Sam Kutesa, Minister of Foreign Affairs, today 6th April 2018 paid a visit to the South African high Commission in Kampala to sign the Official Condolence Book following the death of Mrs. Winnie Madikizela Mandela.
